The Tokyo Action Plan was adopted at the Tokyo Round Table Discussion “Strengthening Research and Learning on Earth System Risk Analysis and Sustainable Disaster Management within UN-ISDR as Regards Landslides” organized at the United Nations University in Tokyo from 18th to 20th January 2006.

The Plan proposed an International Programme on Landslides (IPL) jointly manged by ICL and global stakeholders in this field. ICL exchanged MoU with UNESCO, WMO, FAO, UNISDR, UNU, ICSU and WFEO to promote IPL in 2006.

The International Programme on Landslides is managed by the Global Promotion Committee of International Programme on Landslides (IPL-GPC) which consists of ICL, UNESCO, WMO, FAO, UNISDR, UNU, ICSU, WFEO, and IUGS.
